Economist and policymaker with over forty years of experience in fiscal and macroeconomic risk management, the governance of public and private institutions, and the analysis of international economic policies.
After graduating in Economics and Banking from the University of Siena and earning a Master in Economics from the London School of Economics, he began his career at the Bank of Italy and ENI.From 1988 at the International Monetary Fund (IMF), he held senior roles in macroeconomic surveillance and country risk management, operating in contexts of financial crisis and sovereign debt across advanced, emerging, and developing economies.
From 2008 to 2013, he served as Director of the IMF’s Fiscal Affairs Department, supporting the implementation of public finance reforms. In 2013-2014, he was appointed Commissioner for the spending review in Italy, and from 2014 to 2017 as Executive Director at the IMF for Italy, Albania, Greece, Malta, Portugal, and San Marino.
From 2018 to 2022, he was Director of the Observatory on Italian Public Accounts at the Cattolica University of Milan. From June 2020 to September 2022, he was a member of Deloitte's North-South Europe Board, the principal governance body of the firm for the NSE region, with a mandate to promote ethical and responsible decision-making, ensure transparency and accountability toward stakeholders, and oversee corporate strategy and objectives. From late September 2022 to late May 2023, he served as a Senator of the Italian Republic, a position from which he resigned to lead the new Education Program for Economic and Social Sciences (PESES), aimed at promoting economic literacy among younger generations.Since October 2024, he has returned to direct the Observatory on Italian Public Accounts, within which PESES is now incorporated, strengthening the link between research and economic education.
Visiting Professor at Bocconi University from 2017 to 2020, he teaches Fiscal Macroeconomics at the Catholic University of Milan. He is the author of several books, including "Chimere, sogni e fallimenti dell'economia" (Feltrinelli, 2023), which also addresses themes related to the climate transition. He is a member of the Italy-USA Foundation and since March 2026 a Board Member of Mundys.
